This presentation is tailored to registered neutrals and will provide important definitions that will equip them to accurately identify a client with Behavioral Health (BH) challenges. The participants will get the chance to interact with the presenters and discuss current obstacles and barriers to serve this population. The presenters will discuss actionable strategies to help neutrals provide effective services to individuals with BH challenges and discover improvement opportunities to implement during the mediation session.

Jorge Solivan-Lopez has been working with the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) since 2015. He is a Senior Quality Improvement Analyst and currently provides support to the programmatic divisions, evaluating current processes, developing performance metrics and identifying improvement opportunities. This support includes a wide variety of professional activities such as assisting program leaders to identify the root cause of a specific problem, development of strategic objectives, implementation of improvement initiatives, and subject matter consultation related to the creation of concept maps and process workflows that allow leadership to manage and continuously improve their processes. Mr. Solivan-Lopez is a Certified Project Manager Professional (PMP) since 2019 and a Georgia Registered Neutral since 2020.
Prior to joining DBHDD, Jorge was a consultant for private and public healthcare organizations in Puerto Rico. In that role, Mr. Solivan-Lopez provided support to management and senior leadership in areas related to organizational development, quality improvement and project management. Mr. Solivan-Lopez graduated with a Bachelor of Arts in Business Administration from the University of Puerto Rico in 2004 and graduated with a Master of Arts in Psychology with a focus of Industrial & Organizational Psychology from the Inter American University of Puerto Rico in 2009.

Clifton N. Williams is the Quality Improvement Analyst for the Certified Community Behavioral Health Clinic (CCBHC) for the State of Georgia Department of Behavioral Health and Developmental Disabilities office.
He also provides counseling services and supports with Elephant in the Room Counseling Services out of Augusta, Georgia.
He has worked in various mental health settings such as hospitals, clinics, non-profit organizations, and mental health startups in both states of NC and GA. A major focus in his work has been on supporting veterans with PTSD, youth and families with various disorders.
Clifton education includes two master’s degrees in psychology and professional counseling from Grand Canyon University. He is also a former veteran, serving a span of 10 years.
His greatest love has been volunteering for over 7 years at the YMCA training and developing youth in sports.
He is a proud husband to his wife for over 18 years with 4 kids.
Clifton will be a great asset to your organization’s development if you are looking for a charismatic speaker who loves to train and develop leaders.

Those attending via livestream will not have access to view sessions presented in Room A, but will have access to a recording of these sessions (and all others) during the month of December (2025). Those attending the conference in person will have a choice between three breakout sessions, held at 10:00 AM, 1:00 PM and 2:15 PM. Like livestream attendees, a recording of all sessions will be available to in-person attendees for the month of December (2025).

Integrating AI Responsibly is approved for 1 hour of CE for registered neutrals (GA) & 1 hour of CLE for Georgia attorneys (pending).
The total conference is approved for 6 hours of CE for registered neutrals and is approved by the State Bar of Georgia for 6 CLE hours, including ethics and trial credit.

Georgia Attorneys who purchase the appropriate ticket option will have CLE hours automatically reported to the State Bar of Georgia. The fee for CLE hours is included in the ticket price.
