This presentation is tailored to registered neutrals and will provide important definitions that will equip them to accurately identify a client with behavioral health (BH) challenges. The participants will get the chance to interact with the presenters and discuss current obstacles. andbarriers to serve this population. The presenters will discuss actionable strategies to help neutrals provide effective services to individuals with BH challenges and discover improvement opportunities to implement during the mediation session.

Jorge Solivan-Lopez, MA, PMP

Jorge Solivan-Lopez is a Senior Quality Improvement Analyst with the Georgia Department of Behavioral Health and Development Disabilities (DBHDD), where he has served since 2015. He supports program divisions by evaluating processes, developing performance metrics, and implementing improvement initiatives, drawing on expertise in project management, organizational development, and process design. A Certified Project Management Professional and Georgia Registered Neutral, he previously consulted for healthcare organizations in Puerto Rico and Holds a B.A. in Business Administration and an M.A. in industrial & Organizational Psychology.

Clifton Williams, LAPC, CACTS, MS

Clifton N. Williams is the Quality Improvement Analyst for the Certified Community Behavioral Health Clinic (CCBHC) for the State of Georgia Department of Behavioral Health and Developmental Disabilities office. 

He also provides counseling services and supports with Elephant in the Room Counseling Services out of Augusta, Georgia.  With experience across hospitals, clinics, nonprofits, and startups in NC and GA, he has focused on supporting veterans with PTSD and youth and families with diverse needs. He hols a dual master’s degrees in psychology and professional counseling from Grand Canyon University, is a U.S. military veteran of 10 years, and has volunteered for over seven years with the YMCA training youth in sports.

Those attending via livestream will not have access to view sessions presented in Room A, but will have access to a recording of these sessions (and all others) during the month of December (2025). Those attending the conference in person will have a choice between three breakout sessions, held at 10:00 AM, 1:00 PM, and 2:15 PM. Like livestream attendees, a recording of all sessions will be available to in-person attendees for the month of December (2025).

Continuing Education Information

Working with Parties with Behavioral Health Challenges is approved for 1 hour of CE for registered neutrals (GA) & 1 hour of CLE for Georgia attorneys, including 1 trial hour (pending).

The total conference is approved for 6 hours of CE for registered neutrals and is approved by the State Bar of Georgia for 6 CLE hours, including ethics and trial credit.

All CE for neutrals registered with the Georgia Office of Dispute Resolution will be automatically applied by December 1.

Georgia Attorneys who purchase the appropriate ticket option will have CLE hours automatically reported to the State Bar of Georgia. The fee for CLE hours is included in the ticket price.
